Frank Keulen, M.Sc.

Frank Keulen is a seasoned Director of Program Delivery at Premier Research, where he is responsible for overseeing key programs and ensuring effective management and coordination across global project teams. He supports on time milestone achievement and overall project delivery in alignment with contractual obligations, applicable regulatory frameworks, and quality standards. In addition to leading delivery efforts, Frank serves as Strategy Lead, developing fit for purpose proposals and heading a European project management team that includes senior level Project Managers.

Frank is a flexible, thorough, and highly committed leader with strong organizational skills and a proven ability to efficiently drive projects toward successful outcomes. He brings over 16 years of experience in clinical research, including extensive project and line management responsibilities. Throughout his career, he has overseen multiple phases of clinical investigations across the full clinical trial lifecycle. He has broad experience managing studies across the full medical device lifecycle, including first in man (FIM), pre market, post market, and registry studies, with global scope.

Frank’s therapeutic experience spans, a wide range of therapeutic areas, such as cardiovascular, vascular, wound healing, and skin augmentation. He has supported research programs for complex technologies, including left atrial appendage closure devices; surgical aortic valve replacement; transcatheter aortic and pulmonary valve replacement (TAVR/TPVR); transcatheter repair of mitral regurgitation; catheter based ventricular assist devices; cardiac catheter ablation for atrial fibrillation, EVAR; endovascular aneurysm repair for abdominal aortic aneurysm; peritoneal dialysis systems addressing sodium removal and chronic heart failure as combination products; dermal fillers and gels for the treatment of diabetic foot ulcers; scaffolds for full thickness wounds following BCC and SCC excisions; as well as drug device combination products for the treatment of pancreatic cancer using ultrasound based therapy.

Prior to joining Premier Research, Frank worked as a Project Manager and Clinical Research Associate at Medpace and MediTech Strategic Consultants. Frank holds a Master of Science degree in Physical Activity and Health, with a specialization in the Biology of Human Performance and Health, from Maastricht University in the Netherlands. He also earned a Bachelor’s degree in Medical Technologies from the Higher Technical School Zuyd in Heerlen, the Netherlands.
